Kon cant be in a shinigami body shinigami is a spirit
He can go in Ichigo's body to make sure nothing happens and to go to school for him and stuff

Urahara coulc make gigai for Kon but Kon has no special power wich he can fight with then.

besides living in a stuffed animal is the best Very Happy
